Parliament's Committee on Independent Institutions has decided against dismissing Civil Service Commission President Mohamed Nasih due to lack of evidence supporting allegations against him.
Parliament's Committee on Independent Institutions has decided against dismissing Civil Service Commission President Mohamed Nasih due to lack of evidence supporting allegations against him.
A complaint was submitted to parliament stating that Nasih has aced against CSC President's responsibilities, and had committed acts unfit for a person in the position.
The Committee on Independent Institutions looked into the complaints and released a report today. Some of the accusations made against Nasih, as stated in the report, include:
- Installing a software in the computers of some senior officials of the commission and some staff in the Civil Service Training Institute and spying on their activities
- Changing regulations and policies in order to appoint two specific persons as directors of the commission's administrative section and finance section
- When the commission's Counsel General went on leave, instead of temporarily assigning duties to Senior Legal Counsel as per regulations, appointing a junior staff for the work
- Deciding to continue employing a staff who failed probation after filling probation form despite supervisor's advice to dismiss them
- Granting civil service jobs without consideration for academic qualifications, experience or capability
- Appointing persons to jobs on the request of officials from the previous government and members of parliament. Jobs were granted to a number of people coinciding with a party's internal elections on the request of a former minister
- Appointing persons to a position on the PCB Board on the request of a former minister and arranging jobs on request of former members on the Committee on Independent Institutions
Nasih was granted the opportunity to be answerable to these allegations raised against him. He responded by submitting a number of documents to the committee.
The report said that in light of these documents, it is not proved that Nasih acted against his responsibilities. Due to this, the committee unanimously voted against Nasih's dismissal.
