On April 24, 2025, Maldives Police Service showed some cctv footage of the events that took place in H. Fentenoy on April 18, 2025. This is a detailed description of what was shown in the LIVE press conference.
Although police said cameras were located on the 7th and 8th floor of the building, journalists who went to the building contest this, reporting cameras being installed on the 4th, 7th and 9th floors. Images posted by some journalists on X also showed what appeared to be a doorbell camera at apartment 701 as well. However, it has not been confirmed whether this camera recorded the pair.
Another camera was also located on the 8th floor in the apartment right above 701. Media reports said this camera would have likely not captured any of their movement.
What was seen in the CCTV footage
Police said the footage started at around 04:30 in the morning. There was no time stamp in the first video shown from the road. The victim was seen walking towards the house seemingly barefoot, and rested her back on the door, before falling onto the ground when the door opened. She sat there for sometime before entering the house.
Shortly after, Raudh was seen walking on the road towards the house. A motorcyclist passed him and stopped several feet ahead of him, past H. Fentoniya. Raudh went up to the motorist and spoke to him briefly. Police said “our investigation found that the person was someone who was watching from a bit far, in another area.”
Raudh then crossed over to the other side of the road and started walking ahead. The motorist drove off and the victim was seen coming out of the house. She started walking in the same direction as Raudh.
Raudh was several feet ahead of the victim. Both then turned around and the girl entered the house again. Raudh tried to follow her in, but stayed outside the door for a few moments before entering.
04:33:05 - CCTV footage from inside the building started. If media reports are accurate, this could be the 9th floor, instead of the 8th as claimed by Police, as the 7th floor camera footage shown throughout the clip did not have a timestamp but did show apartment numbers, indicating that it was the 7th floor.
Raudh was seen climbing the stairs, but the footage jumped to a second clip which began at 04:33:17. Nobody was seen until the footage was cut at 04:33:34
Raudh was seen going downstairs between 04:33:49 and 04:33:53.
Footage then jumped to a clip with no timestamp, showing both the victim and Raudh going down stairs and engaging in intimate conduct. At this point officers were instructed to replay the clip.
The intimate scene was replayed again. Both intimate scenes were censored with black squares to cover their faces.
Footage then jumped to show the pair going towards apartment 701 and both of them exited the frame towards the apartment door. Raudh was seen taking off at least one slipper from his pair. A sound was also heard, which some suggest may have been a door closing.
Footage then jumped to the pair outside apartment 702 where they were intimate again. This time, most of the victim’s body was censored with black rectangles. They also did not appear to be moving.
Footage then jumped to the pair going upstairs from the 7th floor and Raudh was seen taking off his shirt. At this point the entire footage was restarted at the instruction of police.
Again, with no time stamp, the footage was restarted. As seen initially, the victim entered the house first, followed by Raudh. No change was observed in the footage compared to the initial footage shown earlier the same day until the time stamped footage from inside the building started.
04:33:05 - Footage from inside the building started. Raudh was seen climbing the stairs to the floor where the camera was located and continued to go upstairs, which would have led to a locked terrace, according to police.
04:33:15 - Raudh exited the frame and the footage continued.
04:33:15 - Raudh was seen coming down the stairs to the floor where the camera was located and continued to go down to the floor below. He exited the frame at 04:33:53.
Footage then jumped to a new clip with no timestamp from the 7th floor. Both the victim and Raudh were seen coming downstairs and engaging in intimate conduct in front of apartment 702. The footage briefly cut to the press briefing to show the officer at the press conference narrating the scenes.
Footage then went back to Raudh leaving at least one of his slippers outside apartment 701 and exiting the frame towards the apartment door. At this point a sound was heard of what could or could not have been a door closing. Police said they never entered the apartment.
The footage then cut to the pair engaging in intimate behaviour. At this point, both of them were barefoot. Most of the victim’s body was censored and the feed very quickly cut to show the officer narrating the scenes.
The officer said the two did not enter the apartment, but just sat outside. This was not seen in the footage shown. Police said they engaged in more intimate conduct for about four minutes.
Footage then showed Raudh taking off his t-shirt on the staircase leading up to the 8th floor. He handed the t-shirt to the victim, while the victim’s blouse could be seen on the floor in front of apartment 702.
04:49:05: Footage then cut to another clip which appeared to look like it was a continuation of Raudh handing his tshirt to the victim from a camera on the 8th floor. However, as media reports indicate there was no camera on the 8th floor this could have been footage taken from the 9th floor. The victim was entirely censored and Raudh was seen climbing up the stairs to the floor where the camera was. The victim followed him up wearing his tshirt.
04:49:38: Both of them stopped to briefly talk at the 9th floor and the victim pointed towards the apartments on that floor. Raudh also made a gesture towards that side as well. The conversation between the two could not be heard.
04:49:43: An alarm started going off and the victim started climbing up the stairs to go to the next floor. Neither of them reacted to the alarm, and no one was seen coming out of their apartments either. Police said that the alarm was active between 00:00 to 06:00 everyday because of intruders.
04:49:51: Both of them climbed up the stairs to the terrace floor and exited the frame. Footage then jumped to 04:50:20 with no one in frame and quickly jumped to 04:50:23 showing Raudh coming down the stairs. He went down to the floor below alone and exited the frame at 04:50:33.
04:50:47: Footage continued to show the victim coming down and trying to open both apartments on the floor and then went upstairs. She exited the frame at 04:51:03.
Footage jumped to a different point of view without timestamps, likely from the 7th floor. Raudh was seen coming down to the 7th floor and went towards apartment 701. He reached his hand towards the door and waited outside the door for some time. He then leaned onto the wall and took out his phone, checked it briefly and put it back in his pocket.
He leaned towards the 701 apartment door again and reached out that way. Police said he knocked on the door. Raudh then wore the slippers he left there earlier and went upstairs.
04:51:30: Footage switched to the upper floor camera at this point but jumped to 04:51:51 showing Raudh climbing up the stairs to the floor where the camera is. He stopped near the elevator and climbed up the stairs. He exited the frame at 04:52:04.
According to the police, around 04:52 is when the victim is said to have “fallen”. No sound of the fall could be heard due to the alarm. However, journalists who had access to a closed-door press briefing three days earlier said they heard a thud.
Footage then skipped to 04:53:54: showing Raudh coming down the stairs. He stopped at the elevator and entered it at 04:54:01. At this point, the officer narrating the scene said, “at seven, the boy was at 9th. Now by 9th I mean when [you] go up from 8th there will be 9th, that is the terrace, that is where the girl is, but the terrace was inaccessible. The terrace door was locked.
05:05:06: Raudh exited the elevator at the same floor and went towards an apartment there, fixed his belt, looped up towards the stairs and then went down from the stairs. One of his slippers was missing when he came out of the elevator. He stopped at the fanlight, pulled himself up and looked out the window there. He called the victim’s name once, and then went downstairs further and exited the frame at 05:05:24.
Footage jumped to the 7th floor, with no timestamp. Raudh was seen going down, briefly stopped to look at apartment 701 and knocked on the door. He then went downstairs.
04:57:49: Raudh was seen going out of the elevator before going down stairs. He was wearing both slippers when he came out of the elevator. He then pulled himself up the fanlight again and looked out. After that he went down stairs and exited the frame at 04:57:59.
Footage changed to the 7th floor, with no timestamp. Raudh was seen going down to the floor where the camera was. He went down to the next floor without stopping.
05:12:26: Footage switched to a camera outside the building. Although the previous road footage did not have a timestamp, this one does. Police said he was seen going in and out several times. He was only wearing one slipper here.
Raudh was seen exiting the building and looking up towards the building from the road before sitting on a parked motorcycle. He continued to look up. He briefly walked towards the building and went up to the door, but walked away from the building towards the direction he and the victim originally came from when they first entered the building. He exited the frame at 05:13:26. A motorcyclist passed by him before he exited the frame.
Footage jumped to 05:15:51 and Raudh was seen entering the frame, walking towards the building. He looked up as he walked. He passed by the building and walked ahead. There was a man leaning onto a wall when the footage jumped to this clip. A white car came out of a lane and the man got into the car. Raudh stopped because the car seemingly blocked his way. Another man was also seen walking from the pavement in the opposite direction that Raudh was going.
Raudh then turned around and started running towards the house and entered at 05:16:25.
05:20:22: Raudh was seen exiting the house again. He looked up towards the building, brought his hands up to his face seemingly to call out, and then walked away from the house for the last time as shown on the footage.
Police said both the victim and Raudh tested positive for cannabis and that further tests were being carried out. Raudh is now in a five day remand under a court order. According to local reports, police told the court that there was a dispute between the victim and Raudh that night. This was not seen in the footage disclosed.
