Shifan previously held the position of police spokesperson during the administration of former President Abdulla Yameen Abdul Gayoom.
In an announcement by the police, Shifan's new role as spokesperson is an additional responsibility alongside his current duties as the head of the police commissioner's office.
Before the change in government, Shifan was in charge of the National College of Policing and Law Enforcement, also known as the Addu Police Academy.
