The government has decided to establish a framework for a revolutionary digital transformation in Maldives.
The decision was made following discussions at a Cabinet meeting about a paper presented by the Ministry of Homeland Security and Technology.
The Cabinet decided to strengthen the Government's technology governance to enhance Information and Communication Technologies (ICT) sector's contribution to the country's productivity index, maximize the benefits of the digital economy, accelerate the country's digital transformation journey, and bring revolutionary change to the ICT sector.
The Cabinet discussed introducing modern legislation and completing the regulatory framework necessary for expediting national digital transformation projects, while establishing a governance structure in the ICT sector for economic development.
Discussions were also held creating an ‘Interoperable Open Data Sharing Platform’ to facilitate seamless data exchange between government agencies and designating specific Government bodies to maintain centralized registers and repositories, developing and implementing national level central platforms to deliver citizen-centric services and enhance the e-Government system and digitalizing services provided by government agencies and SOE's to strengthen and expand the e-government system.
Initiatives include:
- Establishing a National Sovereign Cloud for secure management of Government data, expanding data centre capabilities, and enhancing the digital archive system
- Implementing e-Faas, a secure electronic identification system compliant with international standards and implementing digital signatures
- Cultivating a digitally competent workforce by integrating advanced technology modules in school curricula, providing training in emerging technologies, and establishing a dedicated research, development, and innovation fund in the field
- Implementing a 'Local First' policy that prioritises Maldivians in the procurement of ICT and other technology services for government requirements
- Establishing an Innovation Hub to foster research and innovative solutions in the technology industry.

President Dr Mohamed Muizzu had recently visited Estonia on the invitation of Estonian President Dr Alar Karis and discussed on ways to strengthen digital capacities.
Estonia's Digital Advisory Committee also expressed interest in assisting with Maldives' digitization efforts.
During a presentation at the e-Estonia Briefing Centre, Estonia’s achievements in digital society and e-governance innovations were showcased. This included advancements in e-residency, digital ID cards, e-taxation, and secure data exchange through X-Road systems.
