In the situation where councils of islands with low populations are having hiring difficulties, they are now allowed to hire people within the same atoll with their staff being able to work for the council from their resident island.

On 24th August, the Civil Service Commission (CSC) published the "Hiring regulation for low-population island councils if councils are unable to hire from the island."

Under the regulation, councils can only hire staff for administrative positions that are included in the council's administrative framework.

The regulation also states that job postings are to be announced so that people from all of the islands in the atoll can apply, with applicants needing to reside in the atoll.

The regulation reads that councils will give the opportunity for employees to work at the council of the island they reside in, and that councils are to assure arrangements are made during the hiring stage.

As per the regulation, the CSC determined that the work being done by the employee will be monitored and overseen by the Secretary General or the person who is responsible for the employee of the office the employee works at.

However, the employee's salary is to be paid by the council they are employed at, as per the regulation.
