A regulation allowing short-term land allocation for certain economic activities was formulated and published in the Gazette by the Housing Ministry.
According to the "Regulation on Land Allocation and Registration for Non-Residential Purposes" published in the Gazette Thursday, land can be allocated without following the bidding process if assigned for three years or a shorter period to carry out four types of activities or for clearing and maintaining the property.
Purposes for short-term land allocation without bidding:
- To process fish drying, salting, and sea cucumber operations
- For agriculture
- For livestock farming
- For food cart/kiosk businesses (for a duration not exceeding one year)
- For clearing and maintenance
According to the regulation, while rent will be collected on land leased by councils for these purposes, the announcement made for land allocation must include all relevant details regarding the matter. This includes the location of the land, the type of land, and its permissible use. The duration of the land lease, the scoring criteria, the minimum rent set for the land, and the eligibility criteria for applicants must also be included in the announcement as per the regulation.
In addition to bypassing the bidding process, the regulation also includes a procedure to allocate land for specific purposes without making a public announcement.
Public announcements will not be required when allocating land for state institutional purposes, social purposes, or public service delivery. Land allocated for boatyards (building or repairing vessels) will also not require a public announcement.
Furthermore, public announcements will not be necessary when land is allocated in collaboration with a state institution for the use of a foreign embassy or an international organization.
The regulation details the procedures through which councils, state institutions, and government-owned companies will allocate land.
