National Pay Commission has decided to reduce the salaries and allowances of Permanent Secretaries and Secretary Generals of local councils, with the changes taking effect from 1 August.
In a circular issued to Permanent Secretaries, Secretary Generals and Interim Secretary Generals, the Civil Service Commission (CSC) announced revised salary structures for the posts, along with changes to three information technology job matrices.
Under the revised structure:
- Permanent Secretary (Rank 17): Basic salary of MVR 23,935 and an executive allowance of MVR 23,065.
- Secretary General (City Councils, Rank 17): Basic salary of MVR 23,935 and an executive allowance of MVR 23,065.
- Secretary General (Island Councils, Rank 16): Basic salary of MVR 18,000 and an executive allowance of MVR 6,620.
- Secretary General (Diploma and Experience, Rank 16): Basic salary of MVR 10,000 and an executive allowance of MVR 7,000.
According to the CSC, the revised salaries will come into effect on 1 August.
Before the changes, Permanent Secretaries and Secretary Generals of City Councils earned around MVR 53,000 per month. Secretary Generals with higher qualifications received around MVR 35,000, while those appointed based on diploma qualifications and experience received about MVR 32,000.
CSC also revised the salaries and allowances for three ICT job categories: ICT Operation and User Support Technician, Information and Communication Technology Manager, and Information Communication Technologist.
The reductions come shortly after the government increased the monthly allowances of Women's Development Committee Presidents to MVR 20,000 in City Councils and MVR 15,000 in Island Councils.
