The Housing Ministry has stated due to various reasons, there are 1,755 people under the Binveriya scheme who are yet to receive their Gulhifalhu plot documents.

A media official from the ministry told Mihaaru News that the work to handover the registry and documents of the plots has been ongoing since 14th September 2025.

However, due to various reasons, 1,755 are yet to receive their documents.

The official said their documents have not been handed over yet due to their plot being located on a site that is currently being worked on or because of the changes brought to the Land Use Plan.

The ministry gave a significant window last year for those who received plots from Gulhufalhu in order to obtain their registry and sign the agreement. At the time, they were to request an appointment via the Hiyaavehi Portal. The ministry would previously hand over the document by taking the plot owners to Gulhifalhu directly to their plots.

Six months later, the ministry stated today that those who received plots from Gulhifalhu will now have access to receive their registration via the Hiyaavehi Portal digitally.

The ministry said that those who received the plot registry under the changes brought to the Land Use Plan are the only ones who can download the document for the Gulhifalhu plot. The ministry also said if their plot is located on a site that is currently being worked on, the document will be handed over once the work is finished.

While the opportunity for those who received plots from Gulhifalhu to claim their registry was opened in August 2025, some people who did receive plots opposed signing the new agreement to claim the registry.

According to them, there are inconsistencies between the new agreement and plot handover regulations. As per the statement released by the ministry at the time due to the issue, they decided to draft a new agreement due to inconsistencies between the Maldivian Land Act and the agreements that had already been made by the previous government.

The previous government decided to hand over 2,438 plots from Gulhifalhu. However, with the changes to the Land Use Plan, 3,548 plots have been allocated. 1,114 plots have been changed from Giraavarufalhu to Gulhifalhu.
