The Ministry of Infrastructure, Housing and Urban Development has stated the release of documentation online for those who received Gulhifalhu plots under the Binveriya scheme is currently underway.
The ministry would previously hand over the document by taking the plot owners to Gulhifalhu, with the document now being available online due to changes that were brought about.
The ministry gave a significant window last year for those who received plots from Gulhufalhu in order to obtain their registry and sign the agreement, which was communicated at the time to be the last opportunity to do so. It was also said that if any individual had not requested an appointment via the Hiyaavehi Portal, they would not get the opportunity to sign the agreement.
Six months later, the ministry stated today that those who received plots from Gulhifalhu will now have access to receive their registration via the Hiyaavehi Portal digitally.
Steps to take to obtain plot registry
- Login to the Hiyaavehi Portal via eFaas.
- Navigate to and click the Plot Handover button on the main menu of the portal or by scrolling all the way up to the page.
- Download the document, which is possible if an individual received a Gulhifalhu plot as the plot details will be visible on the web page. It can be downloaded by going to the Plot Handover Document button.
- Check the location of the plot. This is done via the QR code and link on the web page. The plot will be shown after clicking the link or scanning the QR code.
The ministry said that those who received the plot registry under the changes brought to the Land Use Plan are the only ones who can download the document for the Gulhifalhu plot. The ministry also said if their plot is located on a site that is currently being worked on, the document will be handed over once the work is finished.
While the opportunity for those who received plots from Gulhifalhu to claim their registry was opened in August 2025, some people who did receive plots opposed signing the new agreement to claim the registry.
According to them, there are inconsistencies between the new agreement and plot handover regulations. As per the statement released by the ministry at the time due to the issue, they decided to draft a new agreement due to inconsistencies between the Maldivian Land Act and the agreements that had already been made by the previous government.
