Managing Director of Fahi Dhiriulhun Corporation (FDC), Hamdhan Shakeel, stated today that arrangements have been made for those who received flats constructed by the corporation to obtain all necessary documents to change their residency to those flats via the FDC portal.
To find an urgent solution to the difficulties faced by people living in the 4,000 flats constructed in Hulhumalé Phase 2 when registering their residency in Malé, a meeting was held today with the City Council at the corporation's request.
In a video interview given after the meeting, Hamdhan said that FDC had also taken the initiative to meet the City Council in August last year to clarify information and the documents required for flat recipients to change their residency to the flats.
He noted that FDC had requested to meet the City Council again last week and received that opportunity today.
"Again last week, we made a request for a meeting. To identify what issues they are facing in doing that," Hamdhan said.
He stated that there will now be no obstacle for the City Council to change the residency of people living in the Fahi Flats to their respective flats.
According to Hamdhan, all documents that must be submitted to the Council when applying to change residency can now be obtained through the FDC portal. He stated that no physical documents would need to be submitted to FDC to achieve this.
"Through our portal, in accordance with the government's digitalization road-map, the system is (God willing) now arranged so that all documents required to be submitted to the City Council can be obtained through the FDC portal without submitting any physical documentation online,"
Hamdhan also stated that there would be no administrative obstacles in changing residency to the flats.
"Therefore, I am happy to inform you that from this moment onwards, there will be no administrative obstacle regarding placing your residency in our flats."
Because the flats constructed by FDC were handed over under a lease agreement, the Malé City Council had previously stated that residency registration could not be processed for those flats; however, Housing Minister Dr. Abdulla Muththalib responded to this in Parliament two days ago.
The Minister stated that there is no legal obstacle to processing residency registration for those flats.
According to the Minister, the Malé City Council’s claim that residency registration cannot be done for FDC flats is not based on any policy.
Minister Muththalib further noted that the only difference in the agreements made for those flats is that they are called a "rent-to-own" model instead of a "sale and purchase agreement."
The Minister raised a question noting that if an apartment built by a private real estate company is bought by taking a bank loan, the place would be sold off if the loan is not repaid, and asked why residency registration should not be denied for such places as well based on that reasoning.
Minister Muththalib stated that he has requested both FDC and the Council to move forward with the work of changing the residency of those who received the flats.
