The Audit Report for 2015 uncovered that the Ministry of Education had spent more than MVR 800,000 unlawfully.
According to the Audit Report for 2015 signed by Auditor General Hassan Ziyath, the schools and offices under the Ministry of Education bought supplies and utilized services that can be attained in unison, separately, violating the Public Service Act.
According to the Public Service Act, services and goods that can be obtained together cannot be separated and acquired as different transactions, hence the ministry had spent MVR 894,414 in violation of the Act. Separating services that can be utilized as one decreases competition and also limits getting the best possible price.
When procuring an expense that exceeds MVR 25,000, a tender is required before the project can be awarded, under the Public Service Act. The report also uncovered that the ministry had awarded projects exceeding MVR 25,000 without tenders.
The Auditor General had also advised in the report not to separate services that can be procured collectively and, if such an expenditure exceeds MVR 25,000, to open a tender as required by the Public Service Act.
