The government has forgiven the latest fines that were accrued by those living in Hulhumale' Phase 2 Hiyaa Flats under the social housing scheme due to them not paying rent on time to Housing Development Corporation (HDC).
An HDC senior official confirmed this to Mihaaru News.
The company stated that the fines were forgiven as concessions under the government's policy for those who are finding it difficult to pay rent and the fines.
The monthly rent for the two-room apartments in the Hiyaa Tower is MVR 3,984, with a maintenance fee of MVR 1,000 and HDC being owed MVR 4,984.
The fines that were accrued in 2023 have also been forgiven. As per the letter sent by HDC last week to apartment owners who have not paid rent, the fines accumulated between 1st January 2024 to November 2025 were forgiven.
While the fine for not paying rent is quite low as per the agreement, the official stated that the fines that were forgiven this time totaled MVR 1.2 million.
"That is a relatively small amount," said the official.
As per the statistics that were publicized by HDC in July that outlines the housing projects they manage, rent and fine amounts from Hiyaa Flat owners are known to be the highest.
As per HDC in July, unpaid money totaled MVR 628 million from the 7,000 flats under the Hiyaa project. 70 percent of that is rent. This includes the management fee, fines and installment amounts.
The amount of housing units under HDC up until July totaled 8,511. 3,219 of those flats pay rent on time. The rest of the 5,099 flats did not pay rent.
The rent and security deposit for the 4,000 flats built by Fahi Dhiriulhun Corporation (FDC) in Hulhumale' Phase 2 was reduced last week. The rent for the two-room apartments has been reduced from MVR 7,000 to MVR 6,000. The rent for the three-room apartments has been reduced from MVR 9,000 to MVR 8,500. The maintenance fee of MVR 1,000 is to stay unchanged.
The government also announced the reduction of the security deposits for the two-room apartments from MVR 15,000 to MVR 6,000. The security deposits for the three-room apartments were reduced from MVR 25,000 to MVR 8,500.
As per the Housing Ministry, the security deposit amount that has been paid up till now will be voided from the coming months rent.
