The Anti-Corruption Commission (ACC)
has released a comprehensive guideline detailing procedures for
addressing situations involving a conflict of interest.
The guideline was unveiled at a
ceremony held to mark International Anti-Corruption Day by Hussain Riza, former
President of the Judicial Service Commission (JSC) and current Member of
Parliament for Guraidhoo constituency.
The ACC stated that the guidelines,
which are specifically, directed at state offices, government agencies, and
government-owned or government-shareholding companies aim to:
- Establish national-level policies to prevent corruption.
- Identify specific situations involving conflicts of interest and high-risk parties.
- Establish clear procedures and policies for dealing with these situations.
- Foster a culture of integrity and accountability within institutions.
The Anti-Corruption Commission's (ACC) guideline mandates a structured
approach for institutions, including state offices, government agencies, and
government-shareholding companies, to address conflicts of interest, with the
overarching goals of establishing national-level corruption prevention
principles and building a culture of integrity and accountability.
Specifically, the structure of institutional policies
must focus on several key components:
- Conflict Identification: Clearly and detailed defining situations and relationships that currently constitute a conflict of interest or have the potential to become one.
- Risk Mitigation: Pinpointing high-risk areas within the organization where conflicts are most likely to occur.
- Gifts and Benefits: Establishing clear procedures for how employees should handle or manage any gifts or benefits they receive to ensure they do not improperly influence their duties.
- Employee Disclosure: Ensuring employees are trained to recognize work-related conflicts of interest and mandating that they disclose these issues.
- Transparency: Defining the rules for the disclosure and public release of relevant information.
- Role Definition: Clearly stipulating the roles, responsibilities, and boundaries for all employees regarding conflict of interest management.
- Prevention and Awareness: Actively working with employees on awareness campaigns and preventative measures to avert conflicts.
In his foreword to the guideline,
ACC President Adam Shamil stated that implementing these measures will help institutions
eliminate potential risks and ensure that decisions are made responsibly. He
also highlighted that these steps will enhance public trust in state services
and administrative systems.
