The Ministry of Finance has said today that with pay harmonization having been achieved this month, state employees will see the full changes from their December salary onwards.

The ministry stated that employee benefits will be calculated by attendance between 16th October to 15th November. And so, the ministry said that the salary changes will fully come into effect with the salary received at the end of December.

The regulation that is being observed for the calculation of employee allowances and benefits from 16th October to 15th November is the regulation that has been in effect since 2010 as per the Civil Service's guidelines.

As per the Ministry of Finance, when looking at the regulation that describes salary calculation, the salary for November will include allowance and benefits from 16th October to 31st October. The minister also said that as the benefits from 1st November will be calculated from 1st November to 15th November, November's salary will only include a portion of the benefits for the positions determined within the Pay Framework.

Regarding the switch to the new framework, the ministry went on to say that if any employee sees a decrease in their salary, the Pay Commission has introduced the "Migration Allowance Framework" in order to compensate for the decrease. And so, the ministry said that those employees will see arrangements be made with a migration allowance, but this has only happened to very few employees.

The Ministry of Finance said that the Pay Framework's salary and benefits were determined in order to bring changes to the overtime payment procedure system so that state office employees can attain a certain amount of total compensation. The ministry also said that this was in order to reignite a culture where employees will make full use of their time during working hours.

The ministry stated that the change was to provide work life balance ahead of income, and to facilitate the building of a healthy community.

The Ministry of Finance has given details regarding the salary changes while employees have been complaining that their salaries have not seen any increase. In order to express their dissatisfaction, employees from the Judiciary are attending their offices in all-black attire as a sign of silent protest.

Nevertheless, the Pay Commission has assured that employees in the legal sector will see salary increases.

As per the government, there will be no employee with a base remuneration less than MVR 7,400 from this month onward. The Pay Commission has said that there are some employees who have had a base salary of MVR 3,100 until now.
