Ways to prioritize giving flats to those without own houses

The government has introduced the "Boahiyaavahikan Enmennah" [Housing for All] policy which includes priority options for those who do not have their own houses.

The policy was introduced by the government to solve the housing crisis in Maldives at a ceremony last night at Dharumavantha Hospital's conference hall.

The Ministry of Construction, Housing and Infrastructure said that the policy would be gazetted last night.

As per the Ministry, the policy is designed to assure housing rights for every Maldivian, especially families who do not have their own housing.

  • Facilitation of purchasing housing units and plots via business regulations for those who are financially capable.
  • Special projects will begin that will allow middle-income families to purchase affordable housing.
  • Housing will be given to those who do not have the ability to buy houses by having them rent until they receive ownership.
  • The government will conduct an assessment to ascertain families who are living in poverty and without homes to call their own, subsequently giving them housing.

During the ceremony, the ministry gave a presentation where they showed two schemes for plots and flats in the Male' region. There are two flat scheme categories for those who are living in Male':

Category 1: Residents of Male'

  • Those who have been registered to Male' since birth.
  • Those on the Male' register.
  • Those who have been registered to a house in Male'.

Category 2: Those from other islands who are living in Male'

  • Those who have been living in Male' for the last 15 consecutive years.

Basic requirements for those outside the categories in applying for flats

  • Has to be a Maldivian.
  • 18 years of age.
  • Must not have government plots or private plots or ownership of houses/plots that exceeds 400 square feet.
  • Have purchased a housing unit from the real estate market or have signed an agreement for such a unit but are not making payments.
  • The individual or their spouses must not have received housing from prior government housing schemes.

There are two models in giving out flats that have been described in the government's "Boahiyaavahikan Enmennah" [Housing for All] policy. First time buyers in the Male' region now have an option in the 'Inclusive National Affordable Housing Scheme' guideline via MMA, under which those in the Male' area can obtain first-time housing through arranging financing within the financing system. 

Model 1: Affordable Home Ownership Model

This is a housing project model that will proceed through banks with the financing put forward by developers/investors.

  • Those who apply for flats must meet the requirements for housing finance facilities by financial agencies.
  • Those who are buying or claiming ownership of housing for the first time.

Model 2: Rent-to-Own Model

This is a model where housing projects are financed through banks. Those who will receive flats from this model are:

  • Those who have a salary less than MVR 60,000.

As per Housing Minister Dr Abdulla Muththalib, the 7,500 flats that were announced last night will be given under the "Rent-to-Own Model."

The ministry stated that points will be given in determining those who will be given flats in the most verifiable way possible. Points will mainly be given by looking at Male' residence or how long they have been living in Male, the family's housing ownership, age and family situation. When looking into families, the number of children and the ability to bear children due to health reasons will also be looked into.

President Muizzu announced last week that under the government's housing policy, 15,000 land plots and 7,500 flats will be issued from the Male' region.

The government has arranged land for Bank of Maldives (BML) to develop 3000 flats in Vilimale', Hulhumale' Phase 1 and Hulhumale' Phase 3.
