Parliament’s Public Accounts Committee (PAC) has revealed allegations of illicit financial activity involving Assistant Commissioner of Police and Hulhumale' Police Station Head Mohamed Dawood, along with some members of his family.
The Public Accounts Committee's sub-committee, chaired by Deputy Speaker Ahmed Nazim, said money of unclear origin was deposited into Dawood’s accounts in 2023 and 2024.
Nazim noted that police officers are prohibited from engaging in business, and Dawood holds no official business stakes.
Investigations also found that rental income from a property, Ma. Thulhamudhige, was deposited into Dawood and his wife’s accounts, despite neither being the owner. of the property. The sub-committee is examining how Dawood acquired funds for the investment, which reportedly totaled MVR 10.5 million.
Dawood is also reported to have purchased an apartment built by FW Construction for MVR 4.1 million, paid in 10 cash installments, later transferred to his child. Combined, these investments total MVR 14.6 million.
The committee cited other allegations, including possible influence in a MVR 66 million police body camera project awarded on a single source basis during former Police Commissioner Mohamed Hameed’s tenure. Anti Corruption Commission (ACC) is investigating the matter.
Further concerns relate to Polco’s catering contracts, which Nazim said were often extended to the detriment of the company. Contracts intended for five years have been extended to 10, with inconsistencies in food and beverage expenditures totalling 564 million cans between 2017 and July 2025.
Nazim added that the ACC has identified additional issues in the case but could not disclose details due to confidentiality.
