Fenaka corruption unchecked across governments: Nazim

Deputy Speaker of Parliament Ahmed Nazim has said that Fenaka's corruption saw no end even though the administration changed.

He made this statement during the resolution debate submitted by a PNC member during today's Parliament sitting.

His statement was in regards to the special Fenaka Audit Report that was published by Auditor General Hussain Niyazy where Nazim highlighted the cases in the report and for them to be looked at. He also called for action to be taken against those responsible.

During the debate regarding the resolution submitted by Madaveli MP Mohamed Shameez, Nazim said that the Parliament has fulfilled their legal responsibility against corruption.

He highlighted that the Fenaka Audit Report was the result of a request from the 19th Parliament's State Owned Enterprise Committee.

"With that, we have fulfilled our legal responsibility. Fenaka's corruption has gone unchanged even when administrations have changed. Their corruption proceeded unchecked," said Nazim.

Nazim also said that the Fenaka Audit Report highlighted major corruption issues that went on without any hesitation and that it is cause for concern. He stated that in a democracy, changes can be brought about through voting, but the corruption could not be brought to a halt through voting.

"Changes have been brought about from voting, even administrations have changed. However, what we're seeing is corruption moving forward without stopping," said Nazim.

The Audit Report that showed Fenaka's transactions from 2021 to 2023 brought to light major cases of fraud.

The Audit Report highlighted the following:

  • MVR 1.3 billion was awarded outside the legal framework and without a bidding process.
  • Former Fenaka Managing Director Ahmed Saeed disbursed MVR 31 million in funds along with contracts to three companies linked to Saeed's family.
  • Giving Fenaka employees MVR 26 million under the name of petty cash.
  • Office building projects incurring a cost of MVR 767.3 million beyond the market value.
  • Travel expenses incurring a cost of MVR 48 million beyond the market value.

During former President Ibrahim Mohamed Solih's administration, Ahmed Saeed was the Managing Director of Fenaka. The Anti-Corruption Commission had stated that he had facilitated acts of corruption while he was MD, with the commission bringing this information to President Solih in 2021.

Then-ACC President Mariyam Shiuna sent a letter to President Ibrahim Mohamed Solih, stating that while some cases against Fenaka had been investigated, others were in the process of being investigated. Among these, the letter said that "the commission's investigations have revealed that there is facilitation of acts of corruption within Fenaka Corporation."

However, the administration at the time had come to the end of its term without any action being taken against Fenaka regarding the corruption allegations.

Saeed was convicted of corruption after the court found him guilty of corruption and has ordered four year prison sentence last week.
