Bill proposes new Media Commission with regulatory powers

A bill has been introduced in parliament that would dissolve the Maldives Media Council (MMC) and the Broadcasting Commission, replacing them with a single regulatory body; Maldives Media and Broadcasting Commission with powers to regulate and impose heavy penalties.

Maldives Media and Broadcasting Regulation Bill, submitted by People’s National Congress (PNC) MP Abdul Hannaan Aboobakuru, is scheduled for its first reading in Parliament today.

According to the bill, the commission will be empowered to regulate journalism and media activities, including imposing penalties and suspending or revoking registrations.

Journalists could face fines between MVR 5,000 and MVR 25,000, while media outlets could be fined up to MVR 100,000. The commission would also have the authority to block websites, order broadcasters to stop transmissions, and pursue court action to cancel media registrations.

The proposed commission would consist of seven members including three appointed by the President with parliamentary approval, and four elected by the media. The President would also appoint the Chairperson of the commission.

MP Hannaan previously proposed a Media and Broadcasting Commission Bill, which drew criticism from journalists and media groups over concerns of government control. That bill was later withdrawn, with President Dr Mohamed Muizzu stating that he does not support restricting or controlling the press.
