The special presidential commission investigating the fall of Hawwa Yumnu Rasheed from a building in Male' has concluded that while it was inappropriate for Transport Minister Mohamed Ameen to contact the Police Commissioner during an active investigation, the call did not influence the outcome of the probe.
Minister Ameen earlier admitted to calling then Commissioner of Police Ali Shujau after the incident on 18 April, to say that a court order was not necessary to search his residence, Ma. Maandhoogeaage, where a party involving Yumnu had taken place on the rooftop.
In its findings, the commission stated that it is unacceptable for any citizen let alone a minister to directly contact the police during an active case to speak about the case. However, the commission concluded that the call did not impact the investigation.
The report, which was released in full and without changes on the orders of President Dr Mohamed Muizzu, outlines that the gathering at Minister Ameen’s residence included individuals connected to his political campaign team. Among those present was Daud Ahmed Zilal the brother of Raudh Ahmed Zilal, the main suspect in the incident and two of the minister’s nephews.
Homeland Minister's presence at scene not required
The commission also examined the conduct of Homeland Security Minister Ali Ihusan, who was present at the scene of the incident and reportedly photographed and inspected the area.
While there is no evidence that the minister directly interfered with the investigation, the report said that such actions fall outside the constitutional responsibilities of the Homeland Minister. The commission recommended the introduction of clearer procedures for senior officials involved in sensitive investigations.
The commission said it could not determine whether Yumnu was pushed or had jumped from the fanlight window of the ninth floor. The lack of CCTV footage on that floor of the building limited the investigation.
Raudh Ahmed Zilal, the last person seen with Yumnu on the night of the incident, in his statement to the commission said that he does not recall what happened. The commission concluded that while Yumnu’s fall was most likely accidental, it was not possible to definitively rule out any scenario.
