Housing Development Corporation (HDC) has brought major changes to the Hulhumale' Master Plan and announced them today.

The 'Revised Masterplan' for Hulhumale' was inaugurated by President Dr Mohamed Muizzu at a ceremony held at Hulhumale' Phase 2 this morning.

Cabinet ministers and senior officials of HDC also attended the event.

HDC said that the changes had been brought to the Masterplan to accommodate services necessary for the growing population of Hulhumale'. As additional land has been reclaimed from Hulhumale's lagoon, there is now additional land. HDC said that they had sought technical advice and held many discussions on how best to use this land.

With changes in time, a new plan has been formulated to offer services and facilities to the growing population of Hulhumale'. New initiatives have also been included in the revised masterplan to accommodate additional business and economic ventures.

A 3D model of the new Hulhumale' Masterplan was shown at today's ceremony. HDC's new website was also launched at the event.

With Hulhumale' having marked its 21st anniversary, there have been previous changes to the masterplan as well. The most recent changes were brought in December 2023.

Significant changes in the Masterplan

HDC gave a special presentation in today's ceremony covering the changes brought in the revised masterplan.

As per this, the biggest revision is to the Hulhumale' Phase 3 land now being reclaimed. The strip of water which was to be between Hulhumale' Phases 2 and 3 is now to be reclaimed, connecting the two areas. This is to be done so as to improve connectivity and improve the transport system in the area.

The harbour area in Hulhumale' is also to be expanded from the current 36 hectares to 53 hectares. With this, there will be additional space for docking boats and to carry out logistics in the area, HDC said.

The plan also designates green spaces for schools, mosques and office complexes in various areas of Hulhumale'. The areas are designated five minutes walk away from each neighbourhood.

While Hulhumale' Phase 1 has 194 hectares of land, this area was developed to accommodate 100,000 residents. With the area now being reclaimed, Hulhumale' Phase 2 will have a total area of 251 hectares, designed for a population of 250,000.

Land allocations in Hulhumale'

- 29.84 percent land for residential use

- 10.41 percent land for schools, mosques and other community purposes

- 5.56 percent land for commercial use

- 1.44 percent land as mixed residential, commercial zone

- 30.62 percent land as green spaces and sports and recreation use

- 3.64 percent land for office complexes and other purposes

- 5.76 percent land for industrial work

HDC will be accepting comments and concerns for the masterplan. These can be submitted until June 16 via a dedicated portal on the HDC website.
