Government seeks developer for Hope Island juvenile reform centre

Originally planned to be built in Dhaal atoll Vaanee, the project location has now been shifted to Uthuru Thila Falhu. The centre is being developed in collaboration with MNDF, Maldives Police Service, and relevant ministries.

Ministry of Homeland Security has announced that it is seeking a contractor for the development of Hope Island, a large-scale juvenile reform centre aimed at rehabilitating children from criminal backgrounds.

Originally planned to be built in Dhaal atoll Vaanee, the project location has now been shifted to Uthuru Thila Falhu. The centre is being developed in collaboration with Maldives National Defence Force (MNDF), Maldives Police Service, and relevant ministries.

According to the ministry, Hope Island will be designed to accommodate up to 700 minors. Facilities to be constructed include detention centres, residential buildings, parks, a mosque, a cinema, football stadium, and a school.

The project will also feature the Central Prison Complex, offering a range of services including religious education, formal academic programmes, sports, and psychosocial interventions to support the rehabilitation of youth.

Homeland Security Minister Ali Ihusan previously stated that minors sent to Hope Island would remain there until they reach the age of 18. Afterward, they will be offered opportunities for official recruitment into the MNDF or police service. Following a period of service and evaluation, they will be able to pursue careers in their chosen fields.

This initiative follows a significant change to the juvenile justice system, with the age of criminal responsibility being lowered from 15 to 12 years.
