Privatization and Corporatization Board (PCB) announced the appointment today.
Thoaam was previously serving as State Minister at the Ministry of Construction, Housing and Infrastructure.
Last week, PCB dismissed HDC Board Member Mohamed Waheed. Thoaam has been appointed as replacement.
HDC Board has a total of ten members.
All board members of HDC were suspended last December in relation to allegations of corruption within the corporation. Four days later, the suspension was lifted.
