The Finance Ministry's financial statistics have shown that last year's state budget focused on PSIP projects in various sectors, along with national security and administrative operations being the main focuses.

Last year's budget allocated a total of MVR 12.38 billion for PSIP projects.

However, the Finance Ministry's latest Weekly Fiscal Development Report shows that MVR 8.65 billion was spent on PSIP until December 2025.

This is MVR 3 billion less than 2024's expenditure of MVR 11.93 billion.

While PSIP projects have been split amongst 12 different sectors, most industry budgets have not come close to their allocated amounts.

When looking at those industries, a surplus of MVR 38 million was spent from the allocated MVR 142.1 million for national security and general relief.

The surplus comes from national security expenditure. While MVR 14.1 million was allocated, this amount had surged to MVR 65.6 million by the end of the year. Along with that, the budgeted amount for police service of MVR 46.1 million had seen a surplus of MVR 38.6 million.

PSIP expenditures where the budget went beyond their allotted amounts saw other industries such as transport, fisheries and administrative operations as well.

While the transport industry had a budget of MVR 4.17 billion, the industry had spent a total of MVR 4.75 billion. A large portion of this can be attributed to surplus expenditure for the airport, with an increase of around MVR 900 million.

  • Administrative operations | Budget: MVR 49.5 million | Expenditure: MVR 60.1 million
  • Fisheries / Agriculture | Budget: MVR 122.7 million | Expenditure: MVR 196.4 million

Aside from these sectors, PSIP budgets from other industries did not come close to their allocated budgets.

Industries such as housing and urban development are highlighted for most unspent budgets.

While a budget of MVR 1.8 billion was allocated for housing and urban development, only a total of MVR 204.5 million was spent by the end of the year.

  • Health services | Budget: MVR 964.3 million | Expenditure: MVR 460.7 million
  • Environment | Budget: MVR 1.54 billion | Expenditure: MVR 696.4 million
  • Water and sewage | Budget: MVR 1.16 billion | Expenditure: MVR 366.9 million
