Civil Service Commission (CSC) has said that 54 positions in its organizational structure remain unfilled because of budget constraints.
Speaking before the parliament committee reviewing next year’s proposed state budget, the commission said it has 136 approved posts but currently employs only 86 staff.
It told MPs that its budget remains “very small” compared with other independent state bodies.
The CSC said it requires at least an additional MVR 8.8 million next year to meet its statutory responsibilities. Although its budget ceiling was set at MVR 32.7 million, the commission received MVR 31.2 million in the submitted budget.
Eighty-five percent of the agency’s expenditure goes to staff salaries.
“Ninety six percent of the allocated budget is spent on essential expenditure. We get four percent to fulfil our legal duties,” the CSC’s secretary general, Abdulla Saeed, told the committee.
He said MVR 1.7 million had been allocated for legal liabilities and MVR 400,000 for training.
