325.5 hectares allocated for resort development in Kelaa lagoon

The jurisdiction of Kelaa has been amended under the Decentralization Act to facilitate the project.

President Dr Mohamed Muizzu has allocated 325.5 hectares of land for the development of two resorts in Haa Alifu atoll Kelaa lagoon.

The jurisdiction of Kelaa has been amended under the Decentralization Act to facilitate the project.

The decision was formalized through Presidential Decree No. 07/2025, issued on Saturday. The amendments were made under Section 56-1(a) of the Decentralization Act (Act No. 07/2010), which grants the President authority to designate areas for City and Island Councils.

President Muizzu first pledged to develop a resort in the lagoon and launch a major eco-tourism project in Haa Alifu atoll Baarah during a meeting with Kelaa residents on February 25 last year.

He reaffirmed his commitment to delivering the project, and said "It is the most important project. I will make it a reality."

The President also confirmed that the project would be discussed within the government’s Economic Council, which is responsible for promoting tourism development.

In addition to the tourism initiative, President Muizzu has pledged to expand agricultural facilities in Kelaa, highlighting its role in advancing Maldives’ food security policy.
