Anti-Corruption Commission (ACC) on Sunday submitted a case at the Prosecutor General (PG)'s Office to charge former Managing Director of Waste Management Corporation Ltd (WAMCO), Mohamed Shifau, for taking undue advantage of his post to profit third parties.
ACC submitted the case to PG Office following an investigation into the agreement that Shifau made to purchase a dump truck from Quebec Investments, which was registered under MCO Holdings, a company whose shareholders were revealed to include Shifau.
ACC is seeking to charge Shifau under the Prevention and Prohibition of Corruption Act.
According to ACC, WAMCO had initially bid for a one tonne truck. Following it being unavailable, a smaller 350 kilogram truck was purchased after making amendments to an Emergency Procurement Form signed off by Shifau. However, the smaller 350 kilogram dump truck was purchased at the same cost of the one tonne truck.
The graft watchdog further revealed that the dump truck was a pre-owned vehicle despite the agreement stating it was new. ACC affirmed that this was uncovered through documents from Japan's exporter, Maldives Customs Service and Maldives Transport Authority. Despite its pre-owned status, it was purchased at the price of a brand new vehicle, and the payment was made to Quebec Investments in full.
ACC stated that the transaction was in violation of WAMCO's procurement policies and manuals.
