Govt seeks to block unregistered teachers working in Maldives

The state has proposed a bill to the parliament declaring that every working teacher should be registered in the government to practise teaching in the Maldives.

The bill lobbied by lawmaker of Funadhoo Constituency Ali Saleem states that all teachers working in the Maldives must be registered in the “Teachers Registration Council”. Hence, unregistered teachers will not be allowed to practise teaching in the island nation.

Other important points of the bill include that the council should be established within one month of the ratification of the bill. The bill also states that the policy for issuing teaching license should be publicized within a year. All teachers must be registered and receive a license within a six month period.

The obligations of the council include maintaining professional standards of teachers, creating a monitoring mechanism, upgrading the quality of education provided and keeping the records and certificates of teachers.

Moreover, the council must assure that all teachers are well disciplined and complete annual professional development programs.

According to the bill, the council will comprise of seven members with members from Qualification Authority, National Institute of Education, Ministry of Education's Quality Assurance Department, Human Resource division, Civil Service Commission, a teachers training institute and a member from a technical education and training association.

The bill further states that a Maldives Examination Board and a Qualification Authority of Maldives should be established under the Education Ministry. It also highlights that the president should appoint a governing board to oversee the works of the authority.

Aiming to advance the education sector of the Maldives, the bill emphasized provision of equal and fair education in the schools across the Maldives by strengthening Islamic values and human rights.

Most of the lawmakers spoke in favor of the bill during the parliamentary debate, whilst some questioned whether the bill could be properly enforced if it comes to pass.
