Ali Solih, who also served as the spokesperson of the Jumhoory Party, initially served as Minister of State at the now-dissolved Ministry of Communication, Science, and Technology. The ministry's functions were transferred to the Environment Ministry.

The ministry currently has only one Minister of State, Ahmed Zuhair.
