Amendment proposed to shorten duration of converting into a university

An amendment to the Higher Education Act has been proposed to allow a colleges to be converted into a university after 15 years of continuous operation.

The purpose of the amendment was to change the rule that the main requirement for registration of colleges and universities is to operate for a certain period of time.

The first amendment to the law, which was approved by President Ibrahim Mohamed Solih on May 16, 2021, would shorten the period to 15 years instead of registering as a university after 20 years of continuous operation as a college, or if in a foreign country, if it has been operating as a university recognized by the government of that country for 10 years.

In addition to shortening the period for transfer to a university, the proposed amendment also requires that at least three out of five fields of national qualifications framework programs at level 7 (degree level) and level 9 (master’s degree) be offered by the college or foreign university.

The courses are;

- Arts and Humanities

- Engineering and Technology

- Life Science and Medicine

- Natural Sciences

- Social Sciences

The amendment requires the college to offer programs at Level 7 or above of the National Qualifications Framework and have at least 500 students, or be part of an international university ranking, or be classified in such a ranking where the programs have been in operation for at least five years.

In addition, the college must have spent at least five years as a member of an organization involving foreign universities and as a member of an international quality assurance organization.

The college must have experience in conducting international-level research with overseas universities and organizations and at least 10 percent of its lecturing staff in its academic programs must hold a PhD or Higher Professional Diploma.
