Millions in illegal expenses by health ministry in 2014: Audit

The Audit Report of 2014 uncovered that the Ministry of Health had spent over MVR 16 million unlawfully.

According to the report, MVR 6.3 was spent without tender to feed people taken under National Drug Agency’s custody.

MVR 4 million was also spent, without proper documentation mentioned in the Public Finance Act, on state run Indira Gandhi Memorial Hospital (IGMH) and several regional hospitals in addition to MVR 591,762 spent on Hulhumale Hospital in the reclaimed suburb without contract and against regulations.

Moreover, in contradiction to the Civil Service' regulations, MVR 552,627 was spent on Haa Dhaal atoll Nolhivaran island's health centre while MVR 198,345 was paid to IGMH staffs as overtime. The Audit Report stated these overtime hours cannot be classified as such.

Furthermore, the Audit Report highlighted MVR 8.6 million which was spent as fines for passing state deadlines. These included 60 electricity bills and 129 water bills.

The Audit Report mentioned that the overtime pays of MVR 3.9 million for IGMH staff were given referring to a non-valid agreement. It also noted that MVR 983,000 were spent on married women in the name of allowance given to single mothers. Additionally, an amount of MVR 488,000 was given as allowance for people with special needs under Social Security, and benefits to 48 people were given posthumously.

Hence, due to the loss caused to the state, Auditor General Hassan Ziyath has urged to take action against the individuals that neglected the regulations of the Public Finance Act.
