The Communications Authority of Maldives (CAM) announced their plans to implement restrictions on the number of SIM cards an individual can purchase within the next two weeks.

In April 2023, the parliament issued a directive to the Communications Authority of Maldives (CAM), instructing them to establish guidelines within 15 days to restrict the number of SIM cards an individual can purchase. The aim of this measure is to combat financial scams that have been prevalent in the Maldives.

CAM's CEO Ilyas Ahmed told Mihaaru News that the guideline has been drawn up and are awaiting final approval.

He said that due to necessary discussions with state stakeholders, the finalization and implementation of the guidelines for limiting SIM card purchases were delayed. However, CAM assured that the process will be completed and implemented within the next two weeks.

"In the next two weeks, there will be changes implemented to limit the sale of SIM cards," Ilyas said.

Ilyas said that even though they have reached an agreement regarding the number of SIMs one can purchase, they are not willing to disclose the amount yet as it is still subject to change.

Despite ongoing efforts to limit SIM card purchases, there remains a significant number of SIM cards registered under a single individual's name.

Ilyas added that once the limit is implemented, individuals with multiple phone numbers will be given an opportunity to adhere to the new regulations. However, after a certain period of time, actions such as blocking phone numbers may be taken to enforce compliance with the limit on SIM card purchases.

"We are exploring ways to minimize the inconvenience for people. Our goal is not to create difficulties but to address the existing issues that people are facing," he said.

Recent major scams in Maldives have involved individuals being contacted by unknown numbers, leading to significant financial losses.

When the SIM card is traced following the scam, it is often found to be registered under a foreigner's name or not registered at all.

To address the issue, CAM has implemented a measure to stop selling pre-activated SIM cards this year.
