Valencia's chairman, Abdulla Azmeen, stated that the club had not been formally invited to the congress.
In response, Mohamed Jaushan Shareef, the Acting General Secretary of FAM, clarified, "We have indeed sent an invitation to Valencia. The invitation will be dispatched to Club Valencia, just like it was sent to all other clubs."
Despite the club's claim of excluding Valencia from the Congress, FAM president Bassam Adeel Jaleel seems to have lost control over the club. Three close aides of President Bassam were dismissed from the Valencia board last week.
The board took action to dismiss Hussain Waheed (Dhona), closely associated with Bassam and overseeing the maintenance department of FAM, along with Ali Mamdhooh Mohamed and Misbah Mohamed, who have familial ties with Bassam.
The board members were ousted and succeeded by two former Valencia players, Ahmed Shareef (Made), and Yoosuf Azeem (Yutte).
FAM has opted for an extraordinary congress to establish committees that have remained unformed for four years.
During the congress, each first-division club is entitled to cast two votes, with the clubs in the division represented by two representatives. Valencia will be represented in the congress by Vice President Ilmau Hussein (Mau) alongside Azmeen.
Mau, who previously supported Mufawiz Hashim (Mufa), a candidate running in the election on behalf of Bassam's team, had previously voiced his opposition to Azmeen through the media. Despite being a member of Valencia's coaching team, alongside coach Ismail Asif (Kuda Heena), Mau has been notified that he is presently collaborating with the Valencia board and other members of the team.
