Civil Service Commission has said today that work to achieve pay harmonization has not achieved its purpose yet, with the pay disparity becoming even more stark in recent times.

Civil Service Commission has said today that work to achieve pay harmonization has not achieved its purpose yet, with the pay disparity becoming even more stark in recent times.

Speaking in a meeting of the Parliament's Committee on Independent Institutions, Civil Service Commission President Mohamed Nasih said that no significant changes have been brought to the pay of civil servants in fifteen years. He added that during this time, changes had been brought only to limited tiers, with administrative staff not having seen any changes at all.

Nasih said that although the Pay Commission had done work on pay harmonization and changed to a new pay system for health service employees and teachers, the work had failed to proceed from then on.

"The objective was not reached. The disparity is bigger than before. From then, it has now been two years without a large number of civil service employees being transferred to the new pay structure. The difference has become bigger," Nasih said.

Nasih further said that despite the CSC overseeing the largest number of employees, the Pay Commission had not sought their advice in setting up the new pay framework.

He maintains that the huge disparity in pay has come about due to how that work was conducted.

Nasih said that while it is within the CSC's mandate to grade civil servants based on their education and experience, it is the Pay Commission that determined those conditions in compiling the new framework.

Nasih stated that the best approach to achieving pay harmonization would be to increase the salaries of all sectors simultaneously, and to bring about any further changes based on budget allowance.
