In former President Abdulla Yameen's administration, Zuhoor first served as Commissioner General of Customs. He then served short periods as Minister of Health, Minister of Youth, as well as Minister of Home Affairs. Later still, he was serving as Minister at the President's Office when he was transferred to the post of Managing Director at Stelco.
During his tenure as Minister at the President's Office, Zuhoor chaired the economic Council.
While Zuhoor has been appointed as Chairman of HDC, the Managing Director of HDC is Fazul Rasheed, former MP for Felidhoo constituency.
